Measuring Inclusive Growth: A Comparative Analysis of Eurasian Economies

Abstract
Inclusive growth is an approach that aims to ensure that economic growth is equitably distributed across all segments of society by providing fair and equal opportunities. Unlike traditional growth models, it encompasses various factors such as income distribution, education, health, employment, and environmental sustainability. International organizations, including the World Bank, the OECD, and the United Nations, consider inclusive growth as a fundamental component of sustainable development. This study introduces the Inclusive Development Index developed by the World Economic Forum, presenting and analyzing the 2018 data. Additionally, the 2023 and 2025 Inclusive Growth Indices, formulated by the United Nations Conference on Trade and Development, are examined in detail in terms of their content and calculation methodologies. Eurasian countries' index and sub-index values are comparatively evaluated, and their rankings are analyzed. Among the 27 variables that constitute the index, time series forecasts for the 2023-2025 period have been conducted using the double exponential smoothing method for the 15 variables with available data. These forecasts are then compared with the actual index values for 2025. The study highlights the challenges of forecasting specific subcomponents using only simple univariate time series methods. Furthermore, policy priorities for Eurasian countries that have either advanced significantly or declined in the rankings are discussed, providing insights into the areas these countries should focus on.
